fix Nu HTML check URLs for year level index.html

Fixed the "Nu HTML check this web page" for _YYYY/index.html_ files.

Changed `bin/gen-top-html.sh` VERSION from to "1.4 2024-04-15"
to "1.4.1 2024-04-16".

Changed `bin/gen-year-index.sh` VERSION from to "1.0.7 2024-04-14"
to "1.1 2024-04-16".

Run `make www` to perform the above and test under macOS.
