fix winners.csv, add winners.numbers, fix tag

Added / fixed a number of other ISO 3166 location codes.

Fixed multiple rows that had the wrong number of columns.

Added winners.numbers, which as a macOS numbers file
from a previous winners.csv import.  Then winners.numbers
was used to CSV export to winners.csv followed by a vim
edit with ":set ff=unix".

Several 1st field values where ther UPPER case chars
were converted into lower case chars.

Changed Toledo G.'s sort string to "toledo".

Fixed winner handle:

Oscar_Toledo_G. ==> Oscar_Toledo
