fix location formatting

Due to a recent CSS change, there were no longer blank lines
after a given location set.  This has been fixed.

Changed `bin/gen-location.sh` VERSION from to "1.2 2024-04-15"
to "1.3 2024-04-16".

Run `make gen_location` to perform the above and test under macOS.
