set C locale
In all bin shell scripts, set `LC_ALL`, `LANG`, and `LC_NUMERIC` to "C". Changed all bin shell script VERSION to "2.0.0 2025-03-13". Tested the above via `make www` on macOS. Only the sitemap was updated.
