Subject: [PATCH] Minor update to bugs.md

Added 2023 to the list of years noting that there probably won't be an
IOCCC this year but it is hoped that at least the IOCCCMOCK will be run
but that this is entirely dependent on the completion of this repo and
the mkiocccentry repo.

Added more to final notes.
