fix 2004/anonymous/index.html quote problem

The original award for _Anonymous_2004_ was:

Best use of "Precious" Lines
```

However due to the way the bin tools use data from
the `2004/anonymous/.entry.json` file, this resulted in
invalid HTML such as:

<meta name="description" content="2004 IOCCC entry anonymous - "Best use of ""Precious"" Lines"">
<meta name="keywords" content="IOCCC, 2004, IOCCC 2004, IOCCC entry, anonymous, "Best use of ""Precious"" Lines"">
```

We could complicate the bin tools to manage quote marks within quoted strings,
or we could try to use fancy quotes such as:

“Precious”
```

But instead we decided for the easier path an simply
use single quotes for the award:

```
Best use of 'Precious' Lines
```

Ran `bin/readme2index.sh -v 1 2004/anonymous` to perform the above.
