complete TZ=UTC typo fix

Fixed all cases where `TZ=UTZ` was incorrectly used
and replaced with `TZ=UTC`.

Changed `bin/gen-sitemap.sh` VERSION from "2.0.2 2025-07-30"
to "2.0.3 2025-08-23".

Changed `bin/tar-entry.sh` VERSION from "2.0.0 2025-03-13"
to "2.0.1 2025-08-23".

Changed `bin/tar-year.sh` VERSION from "2.0.0 2025-03-13"
to "2.0.1 2025-08-23".
