Landon Curt Noll 31c3cd4f93 add Makefile.judging for IOCCC judging use 
Added `template/entry/Makefile.judging`, a Makefile that is
similar to `next/Makefile.example` except that it is
more suitable for IOCCC judging, especially during
the final rounds of judging.
