Landon Curt Noll 518a6336d0 add rules, guidelines, fix HTML code, move compressed tarball in inventory
By changing the _inventory_order_ of the compressed tarball from
**100000** to **1415926535**, the compressed tarball will land at
the top of the secondary file list and remain still easy to find.

Updated the `manifest.numbers` spreadsheet and rebuilt
the `.entry.json` files.

Added `next/` directory to hold the next IOCCC rules and guidelines.
Added `next/README.md` that `bin/gen-top-html.sh` uses to form
the `next/index.html` file.

Added _Rules and Guidelines_ link to the sidenav bar to link to the
`next/index.html` file.

Added _IOCCC Rules_ as `next/rules.md` that `bin/gen-top-html.sh`
uses to form the `next/rules.html` file.

Added _IOCCC Guidelines_ as `next/guidelines.md` that `bin/gen-top-html.sh`
uses to form the `next/guidelines.html` file.

Changed `bin/gen-top-html.sh` VERSION from "1.2.4 2024-04-13"
to "1.3 2024-04-14".

Prevent `pandoc(1)` from interpreting the commented out language
of a markdown code block as a code class. So a markdown such as:

````
``` <!---sh-->
...
```
````

that produced HTML of the form:

```html
<pre class="&lt;!---sh--&gt;"><code>...</code></pre>
```

will now produce HTML of the form:

```html
<pre><code>...</code></pre>
```

NOTE: Before when the language of a markdown code block
was not commented, the HTML produced by `pandoc(1)` was
oddly indented with extra whitespace on the first line
of the code block. While commenting out the language
of the code block removed some of the odd intending,
it left a weird class in the HTML pre block that
surrounded the HTML code block. This hack prevents
`pandoc(1)` from assigning a class to the HTML pre block.

Changed `in/md2html.sh` VERSION from "1.2.1 2024-04-13"
to "1.3 2024-04-14".

Added `make gen_sitemap` to end of both `make www` and `make
quick_www` in top level Makefile.

Ram `make www` to test under macOS and to perform the above.

**IMPORTANT NOTE**: The current `next/rules.md` and `next/guidelines.md`
are simply the 2020 IOCCC Rules and Guidelines converted into
markdown form. There are **NOT** the Rules and Guidelines that
will be used the IOCCC MOCK, nor the next IOCCC.

TODO: Improve the `bin/gen-status.sh` tool to modify the top of the
      `next/rules.md` and `next/guidelines.md` files to keep them
      in sync with the _contest_status_ as found in `status.json`.

TODO: Improve the look and feel of the `next/rules.md` and
      `next/guidelines.md` markdown files.

<p>Do get lost in the program’s line of thought! :-)</p>
<h2 id="authors-remarks">Author’s remarks:</h2>
<h3 id="whats-this">What’s this?</h3>
<p>What do you see? On the left, you will see an enumeration of all successive
<a href="https://en.wikipedia.org/wiki/Prime_number">primes</a> from 2 to the parameter you
gave to the program. On the right part, you can see the sieve used to find these
primes. The big diagonals from right to left are used to erase composed numbers.
When no diagonal crosses a number, then the left cell take value 1 and the
number is prime.</p>
<p>The parallel version of this algorithm works in real time <code>n</code>. This C
sequential version is slower as it works in <code>O(n*log n)</code>. But you have some
nice picture instead… the cost is a constant number of operation for each
character printed on the screen.</p>
<h3 id="why-did-i-write-this">Why did I write this ?</h3>
<p>Let’s just quote the <a href="../../faq.html">FAQ</a>:</p>
<p>Q: Are there types of entries that are submitted so frequently that the
judges get tired of them?</p>
<p>A: Yes, there are types of entries that show up over and over again.
The guidelines say:</p>
<pre><code> We tend to dislike programs that:
are similar to previous winning entries
We like variety. However too often we see (please look at the winning
examples given to be aware of the level of the competition):
(snip)
generating small primes (below is the list of all prime related entries)
1985/august
1988/applin
1994/weisberg
1995/makarios
1996/dalbec
2000/bellard
As you can see, just a list of primes (let alone small primes)
does not cut it anymore.
(snip)
entries that use some complex state machine/table to print something
1988/isaak
1988/phillipps
Unbeaten for 12 years and counting...</code></pre>
<p>I think this is enough motivation for trying to submit a program which uses
some complex state machine/table to generate small primes and print them.</p>
<h3 id="the-way-it-works">The way it works</h3>
<p>This program simply prints the space-time diagram of some particular
cellular automaton. The automaton is a 9-state automaton by <a href="https://sk-m-wikipedia-org.translate.goog/wiki/Ivan_Korec?_x_tr_sl=auto&amp;_x_tr_tl=en&amp;_x_tr_hl=en-US&amp;_x_tr_pto=wapp">Ivan
Korec</a> in 1998.
It is an optimization of an old automaton for recognizing primes designed
by <a href="http://richardallenfischer.com">Fischer</a> in 1965.</p>
<p>The table of the automaton is encoded into the string <code>e</code> and consists of
345 transitions of the kind <code>ff(left,middle,right)</code>. This encoding into <code>e</code>
is obfuscated to reduce its size, restrict it to characters 32 to 127 and
guarantee a constant time.</p>
<p>The main loop simply iterates this transition function on each cell.</p>
<p>“The rest is silence” (Hamlet, V.2)</p>
<p>Enjoy!</p>
