Landon Curt Noll 665a46ef4a improve genpath rule in year level Makefiles ...

The genpath rule uses `${RM}` to remove files, and touches `.tmp.genpath` after removing it.

Updated "_YYYY/Makefile_" files, and the `template/Makefile.year` template.

Updated year level tarballs to incorporate the modified "_YYYY/Makefile_" file.

Updated sitemap.

Tested the above via `make update` on macOS.
