Landon Curt Noll 0f8a0a3af9 build remaining top level web pages

The level judges.html, news.html, and index.html pages
were converted to markdown.

The `bin/gen-top-md2html.sh` tool was adjusted to build
HTML from judges.md, news.md, and index.md.

Modified the `bin/gen-top-md2html.sh` tool to build `bin/index.html`
from `bin/README.md`.

Modified the `bin/gen-top-md2html.sh` tool to build `inc/index.html`
from `inc/README.md`.

In `bin/gen-top-md2html.sh` changed VERISON from "1.0 2024-02-24"
to "1.1 2024-02-28".

Ran `gen_top_md2html` to perform the above.

Obfuscate defined:

tr.v. -cated, -cating, -cates.

1a. To render obscure.
1b. To darken.

2. To confuse: his emotions obfuscated his judgment.
[LLat. obfuscare, to darken : ob(intensive) + Lat. fuscare,
to darken < fuscus, dark.] -obfuscation n. obfuscatory adj.

Goals of the Contest

The goals of the IOCCC:

To write the most Obscure/Obfuscated C program within the rules.
To show the importance of programming style, in an ironic way.
To stress C compilers with unusual code.
To illustrate some of the subtleties of the C language.
To provide a safe forum for poor C code. :-)

The IOCCC is currently CLOSED.

Right now, you CANNOT register as a contestant with the IOCCC,
nor can you submit an entry because the IOCCC is yet NOT open.
