We check the context of the payment lifecycle at the beginning of
the `resumepayment` loop. This will make sure we have always the
latest state of the payment before deciding on the next steps in
the function `decideNextStep`.
The routing package implements authentication+validation of channel
announcements, pruning of the channel graph, path finding within the network,
sending outgoing payments into the network and synchronizing new peers to our
channel graph state.
