Instead of needing to remember how to handle the FinalCLTV value of a
blinded payment path at various points in the code base, we hide the
logic behind a unified FinalCLTVDelta method on the blinded path.
The routing package implements authentication+validation of channel
announcements, pruning of the channel graph, path finding within the network,
sending outgoing payments into the network and synchronizing new peers to our
channel graph state.
