Format/typo check + update bugs.md for 1992/vern
The bugs.md has both a feature and a bug or maybe mis-feature that might be good to fix. I gave a tip in the bugs.md that might help with parsing the code a bit. The README.md file has been typo and format checked/fixed. This should complete 1992.

## 1992 vern
### STATUS: INABIAF - please **DO NOT** fix
### Source code: [1992/vern/vern.c](1992/vern/vern.c)
### Information: [1992/vern/README.md](1992/vern/README.md)
When your own checkmate is imminent it prints `"Har har"` but does not exit so
it can 'rub your nose in defeat', as the author puts it. You will have to exit
it yourself through ctrl-c or killing it in some other fashion.
### STATUS: known bug - please help us fix
If one enters a number out of range, that is < 00 or > 77, the program will
enter an infinite loop, flooding the screen.
You are welcome to try and fix this (mis)feature. It might help if you run the
intermediate step in compilation like so:
```sh
sed <vern.c 's/{ /(/g;s/} /)/g;s/; /#define /' | \
sed 's/} /=/g;s/{ /i/g' >vern.tmp.c
```
and look at `vern.tmp.c` instead, to give you an idea of what is going on.
