Add some notes to several statuses in bugs.md

Specifically some statuses are not yet ready for help from others. Not
all entries have even been checked. Others I am aware of and am off and
on working on. When everything has been found and I've decided I've done
enough (which might be because we want to move forwards with the
website, assuming I don't get it all done before that time) the notices
will be removed.

There are some statuses that don't apply here like missing files,
missing make rules and dead links. Some of these I have fixed but some
I've not had as much luck (at least not yet?).

that should not have been fixed. I am correcting these mistakes as I come across
them but if I miss any please let the judges or me know.
