Fix bug status of 1990/baruch in bugs.md

The bugs.md/bugs.html file stated it was a bug to be fixed but it's
actually a feature, not a bug, and that's how it is in the README.md for
the entry too. Thus bugs.md was updated and the bugs.html was
regenerated.
