improve news.html and mastodon info

Added "2024-04-20" news update.

Fixed format for "2023-05-22" news.

Fixed bad links to `judges.html`.

Add "Jump to: top" near the bottom.

The `make gen_top_html` no longer builds `next/rules.html`
nor `next/guidelines.html`. This is being done by
the `bin/gen-status.sh` tool and `make gen_status`.

Moved `make gen_top_html` after `make gen_status` in the top level
Makefile rules for `make www` and `make quick_www` because
`bin/gen-status.sh` uses the modification date of `news.html` (that
make gen_top_html might modify) when forming `status.json`.

Added FAQ 6.12 for "What is Mastodon and why does IOCCC use it?".

Simplified `contact.html` mastodon info to refer the above FAQ
for further mastodon information.

Changed `bin/gen-top-html.sh` VERSION from "1.4.2 2024-04-21"
to "1.4.3 2024-04-21".

The `bin/gen-status.sh` tool will build `next/rules.html` and/or
`next/guidelines.html` if they are missing or empty.

Changed `bin/gen-status.sh` VERSION from "1.3 2024-04-14"
to "1.4 2024-04-21".

Run `make gen_top_html gen_status` to perform the above.

# For more news, try mastodon
We plan to update our [IOCCC on Mastodon](https://fosstodon.org/@ioccc) feed
a bit more open than this web page. We recommend you check that feed
for possibly newer news than what is posted here.
## Please follow** the [IOCCC on Mastodon](https://fosstodon.org/@ioccc)
We tend to only post major news updates to this web page.
We use Mastodon to make minor announcements, in addition announcing
major events such as the opening of a new IOCCC, or who won.
There is [help with Mastodon](https://mastodon.help) available for
those who might wish to [get started with Mastodon](https://fosstodon.org/deck/getting-started).
See "[FAQ 6.12: What is Mastodon and why does IOCCC use it?](faq.html#try_mastodon)" for more
information on Mastodon.
While there are many fine Mastodon server instances out there, the [IOCCC judges](../judges.html)
use [fosstodon.org](https://fosstodon.org/about) where lots of fun folk hang out,
and topics like science, technology, [free and open source](https://en.wikipedia.org/wiki/Free_and_open-source_software)
have a good home. The [fosstodon.oeg](https://fosstodon.org/@fosstodon) folk made the IOCCC feel welcome.
And while using Mastodon is free, the [IOCCC judges](../judges.html) are pleased to
[support the Fosstodon Hub](https://hub.fosstodon.org/support/).
# 2024-04-20
Nearly all of the [temp-test-ioccc web site](https://ioccc-src.github.io/temp-test-ioccc/)
web site has undergone editorial review. Nearly all [IOCCC winning entries](years.html)
compile on modern systems and many have `try.sh` scripts to help you run them.
For those that cannot compile and/or do not work, we have made a
[Bugs and (Mis)features](bugs.html) page.
We have made nearly 4823 changes to date!
All generated HTML pages are now conform to HTML 5 with the
[Nu Html Checker](https://validator.w3.org/nu/) reporting **no error, warnings, nor info** messages.
The [IOCCC judges](judges.html) have contracted with a web designer
to improve the overall look of the web site, while **maintaining
the utilitarian look and feel**, and without introducing any
glaring "_dancing bears_" and other frivolous web features.
We are working towards what we call the
**[Great Fork Merge](https://github.com/ioccc-src/temp-test-ioccc/issues/2239)**
where the contents of the [temp-test-ioccc web site](https://ioccc-src.github.io/temp-test-ioccc/)
will be merged into the [Official IOCCC web site](https://www.ioccc.org/index.html).
Stay tuned!
