Fix 1995/vanschnitz/README.md about LEVEL
For some reason when I tried it I had a problem with LEVEL being a certain amount but it must have been something else in the system at the time. Naturally modern systems are much more capable so it can accept a much higher level before it gets slower. Even the judges' statement of 15 causing a slow/bad time is not a problem so I reworded it to remind readers that this was back in 1995 and is no longer the case.

## Judges' remarks:
Warning: in the past, values of LEVEL>8 have been known to cause compilers (and
in one case a system) to crash during compilation. We tested it in 2023 on a
MacBook Pro with the M1 chip and found that LEVEL > 6 caused problems.

Back in 1995, values of `LEVEL>8` caused some compilers (and in one case a
system) to crash during compilation. In 2023 with modern systems this is not
really a problem.
Back in 1995 we also suggested that for a bad/slow time to try `LEVEL=15` but
this is not a big deal in 2023 either.

For a bad/slow time try LEVEL=15.
