reverted most quotes in guidelines.md
The way that markdown quotes are currently formatted (with a gray vertical line) looks too much like a change bar. The change bar is an important tool to help notice new and changed rules and guidelines. Unfortunately the current quotes style looks too much like a change bar, so we use markdown quotes **ONLY** for literal quotes (such as from Mark Twain) in the `guidelines.md` file.
