fix quick mode in bin/gen-other-html.sh

Fixed how `-Q` quick mode works in `bin/gen-other-html.sh`
so that the target HTML file is not touched needlessly.

Changed `bin/gen-other-html.sh` VERSION from "1.4 2024-08-17"
to 1.4.1 2024-08-18".

Performed `quick_other_html` to test the above under macOS.

Performed `gen_other_html` to test the above under macOS.

# If we are here, then the early quick mode test indicated that the prerequisite files are newer.
# We will force the authors.html file to be touched so that a later run with -Q will quickly exit.
# We do this because by default, the md2html.sh tool does not modify the target HTML unless it was modified.
