improve location.html

Add request for help for the "ZZ - Unknown location" authors.

Add "Jump to: top" near the bottom.

Changed `bin/gen-location.sh` VERSION from to "1.3 2024-04-16"
to "1.4 2024-04-21".

Improved FAQ 5.5, asking for help for ZZ location authors
and making better references to FAQ 6.10 about pull requests.

Run `make gen_location gen_top_html` to perform the above.
