add news for 2025-07-30 and update top level Makefile

Added news for **2025-07-30** with the scheduled the date for the IOCCC Awards Presentation and Source Code Reveal for IOCCC28 to be on 2025 August 02 11:00 (11AM) Pacific. We add `make news` to the top level `Makefile. Ran `make news timestamp` to perform the above.
