add entry_id links all entries listed in years.html

All entries listed in `years.html` now have a link
so that historic links to _years.html#entry_id_ will work.

**IMPORTANT NOTE**: We do this for backward compatibility only.
When linking to an entry, it is **much better and more useful**
to link to _YYYY/dir/index.html_ instead.

Changed `bin/gen-years.sh` VERSION from "1.2 2024-04-15"
to "1.3 2024-04-21".

Run `make gen_years` to perform the above.
