Landon Curt Noll 07e198a52d change Makefiles for 1984 thru 1995 to use var.mk 
Instead of including the same long list Makefile
variables, include a common var.mk from the top
directory level.

Landon Curt Noll f615bba21e undo intermediate Makefile changes of 1996 to 2020 
The commit 00ae59cd47 had a
mistake that introduces changes to Makefiles for 1996 thru 2020
that should not have been included.

This change reverses these intermediate changes until
the given year's Makefiles are ready.

Landon Curt Noll bea4da70f3 remove old 1994/dodsond2/dodsond2.gz.uu code 
It turns out that 1994/dodsond2/dodsond2.gz.uu produces a
file called dodsond2 that is identical to dodsond2.c.

Cody Boone Ferguson c31f4bb682 Inconsistent state fix in winners.html 
Originally 2015/endoh1 was submitted anonymously but it was changed. The
winners.html file has under Endoh the entry but it still was under A as
'Someone Anonymous'.

Cody Boone Ferguson eaa375faca Remove */rules.html 
Yes this is on the guidelines branch but I forgot about the html files
(briefly) when on that branch and I don't want to go back to the other
branch and then checkout another branch that does not have these
changes. Maybe they should have both been on the same branch but I want
to avoid problems with conflicts (even though these should be fine).

Cody Boone Ferguson 0e9136f9fb Attempt to fix conflicts 
As some commits from yesterday and this morning caused conflicts with
commits I made last week I'm trying to fix it on the branch that I
believe introduced the changes. If this does not work I do not know what
I'll do but it have to be done another time.
