Landon Curt Noll a2d8249e86 improve the footer of HTML files
We improve the `inc/footer.default.html` file to make
the _Copyright and CC BY-SA 4.0 License_ clear.

We add `license.md` and generate `license.html` (via `make
gen_top_html`) so that key features and terms of the _Copyright and
CC BY-SA 4.0 License_ are accessible.

Add CC BY-SA 4.0 license images into the `png/` directory.

FYI: We use the license to allow the open use of IOCCC entry code,
and at the same time, we help ensure that those working on the IOCCC
have proper Attribution including, of course, the IOCCC winners
themselves! The _Copyright and CC BY-SA 4.0 License_ help ensure
that everyone may enjoy the IOCCC.

Added '#copyright' to all generated HTML pages so that the
_Copyright and CC BY-SA 4.0 License_ may be reached.

Changed `bin/gen-top-html.sh` VERSION from "1.2.2 2024-03-26"
to "1.2.3 2024-04-12".

Fix `bin/gen-sitemap.sh` to remove requirement of `ioccc.tar.bz2`.

Changed `bin/gen-sitemap.sh` VERSION from "1.3.4 2024-03-27"
to "1.3.5 2024-04-13".

Perform `make www sitemap` to perform the above.

We also give a _hint_ as to the next project.

TODO: Complete that next project we are _hinting_ at.

TODO: Review the work being done by a web designer to see
      how their work might be incorporated into the web site.

# Highlights of some of the key features and terms
This web page is **not a license**, has **no legal value**,
and only highlights some of the key features and terms of the actual
**CC BY-SA 4.0 license**.
For the actual **CC BY-SA 4.0 license**, see:
**[https://creativecommons.org/licenses/by-sa/4.0/legalcode.en](https://creativecommons.org/licenses/by-sa/4.0/legalcode.en)**
Under the **CC BY-SA 4.0 license** you are free to:
* **Share** — copy and redistribute the material in any medium or format for any purpose, even commercially.
* **Adapt** — remix, transform, and build upon the material for any purpose, even commercially.
The licensor cannot revoke these freedoms as long as you follow the license terms:
* <img src="./png/by.png" alt="person inside circle symbol" width=16 height=16>
**Attribution** — You must give
[appropriate credit](https://creativecommons.org/licenses/by-sa/4.0/?ref=chooser-v1#ref-appropriate-credit),
provide a link to the license, and
[indicate if changes were made](https://creativecommons.org/licenses/by-sa/4.0/?ref=chooser-v1#ref-indicate-changes).
You may do so in any reasonable manner, but not in any way that suggests the licensor endorses you or your use.
* <img src="./png/sa.png" alt="arrow looping back on itself inside circle symbol" width=16 height=16>
**ShareAlike** — If you remix, transform, or build upon the material, you must distribute your contributions under the
[same license](https://creativecommons.org/licenses/by-sa/4.0/?ref=chooser-v1#ref-same-license)
as the original.
* <img src="./png/cc.png" alt="cc inside circle symbol" width=16 height=16>
**No additional restrictions** — You may not apply legal terms or
[technological measures](https://creativecommons.org/licenses/by-sa/4.0/?ref=chooser-v1#ref-technological-measures)
that legally restrict others from doing anything the license permits.
Notices:
* You do not have to comply with the license for elements of the material in the public domain or
where your use is permitted by an applicable
[exception or limitation](https://creativecommons.org/licenses/by-sa/4.0/?ref=chooser-v1#ref-exception-or-limitation).
* No warranties are given. The license may not give you all of the permissions necessary for your intended use.
For example, other rights such as publicity, privacy, or moral rights may limit how you use the material.
