In this commit, we update to the latest version of btcwallet. This
version includes a bug fix which ensures that the wallet birthday sanity
check only executes once and not each time the deamon is restarted.

Olaoluwa Osuntokun da00323872 build: update to latest neutrino commit 
In this commit, we update to the latest version of neutrino. This
version has an important bug fixes which fixes an issue where we
wouldn't detect a duplicate incoming cfheader message, and panic due to
trying to write the same header twice.

Olaoluwa Osuntokun 338946eda4 server: update genNodeAnnouncement to also write new node ann to disk 
In this commit, we update the genNodeAnnouncement method to also write
an updated version of the node announcment to disk. Before this commit,
we would update the in memory version, but then never write the new
version to disk. As a result, when connecting to new peers, we would
never propagate the new version of this announcement to the network.

Olaoluwa Osuntokun 6aa7c09308 lnwallet: properly set the short chan ID for remote unilateral close summaries 
In this commit, we fix an existing bug wherein we wouldn't set the short
channel ID for the close summary in the database in the case that the
remote party force closed. The fix is simple, ensure that within
NewUnilateralCloseSummary we properly set the short channel ID. A test
has also been added in this commit, which fails without the
modifications to lnwallet/channel.go.

Fixes #2072.

In this commit, we update neutrino to the latest version which includes
a fix for a recent regression. Additionally, this new version adds some
new logging statements to help us track down a lingering issue wherein
filter headers are written out of order.

Olaoluwa Osuntokun fc21bf091a multi: modify sweeper.CreateSweepTx to accept conf target, style changes 
In this commit, we modify the newly introduced UtxoSweeper.CreateSweepTx
to accept the confirmation target as a param of the method rather than a
struct level variable. We do this as this allows each caller to decide
at sweep time, what the fee rate should be, rather than using a global
value that is meant to work in all scenarios. For example, anytime
we're sweeping an output with a CLTV lock that's has a dependant
transaction we need to sweep/cancel, we may require a higher fee rate
than a regular force close with a CSV output.

Olaoluwa Osuntokun 8bc61693bf build: update build file to exclude go 1.10 from linting 
In this commit, we modify our build file to only lint under go 1.11. We
do this as there's been a breaking change in gofmt between go 1.10 and
go 1.11 that causes files which pass the linter under go 1.10, to fail
the linter under go 1.11. In the end, we only really need to lint using
one version of go.

In order to achieve this, we "unroll" the build matrix to enumerate each
version and the environment variables that it should be run with. We
then modify the Makefile to only include the lint directive if the
particular env variable is set ($(USE_LINT)). With these two changes,
we'll now only lint under go 1.11.

Olaoluwa Osuntokun 4b1334ad49 rpc: populate additional information in AbandonChannel close summary 
In this commit, we extend the AbandonChannel RPC method to store as much
information as possible within the CloseSummary. Most importantly, we
store the current and next (if available) revocation of the remote party
along with the channel config for the local party. With this
information, we have enough data to be able to generate a custom signer
for a new commitment state, or to prove that the channel was indeed
ours if needed.

Olaoluwa Osuntokun 3b2c807288 channeldb: fix bug in migration from 0.4 to 0.5 
In this commit, we fix a bug in the latest database migration when
migrating from 0.4 to 0.5. There's an issue in bolt db where if one
deletes a bucket that has a key with a nil value, it thinks that's a sub
bucket and attempts a bucket deletion. This will fail as it's not
actually a sub-bucket.  We get around this by using a cursor to manually
delete items in the
bucket.

Fixes #1907.

Olaoluwa Osuntokun 5747e8971c build: update to point to latest version of neutrino 
In this commit, we update the build to point to the latest version of
neutrino which includes a bug fix for a regression that would cause the
daemon to spin when at chain tip attempting to always fetch the next set
of headers though it was already fully up to date.

Olaoluwa Osuntokun 034198ffb7 channeldb: don't use KeyN in latest migration 
In this commit, we fix a bug in the latest migration that could cause
the migration to end in a panic. Additionally, we modify the migration
to exit early if the bucket wasn't found, as in this case, no migration
is required.

Fixes #1874.

Olaoluwa Osuntokun 64681214f4 lnwallet: add test to execrise unconfirmed transcations notified by SubscribeTransactions 
In this commit, we add a new test to ensure that all backends will
properly send out notifications when an unconfirmed transcation that we
send is inserted into the tx store. Before we updated the btcwallet
build commit in dep, this would fail for neutrino but now passes.
