yyforyongyu 2d59976e16 rpcserver+itest: skip err from FlapCount 
We need to make sure the `ListPeers` to be robust against errors from
the `FlapCount` so this RPC won't fail due to no flap count info. Also
updated the itest to check this field.

yyforyongyu 22fddd626b lntest+rpcserver: ignore chanfitness.ErrPeerNotFound in rpc 
Similar to how we handle `chanfitness.ErrChannelNotFound`, we now also
ignore the `ErrPeerNotFound`. This is needed as previously we will
always see the peer in the channel event store given it'd added when
connected. This is no longer the case as we only add the peer to the map
when the channel is added.

yyforyongyu 455e4564eb chanfitness: send peer online event when we see the first channel 
We rename `getPeerMonitor` to `getOrCreatePeerMonitor` for clarity - it
will now send an online event when the peer monitor is being created,
which means we will only start counting the peer as online when it has
opened a channel with us.

When users set `gossip.ban-threshold` to 0, it's now treated as setting
the ban score to max uint64, which effectively disables the banning. We
still want to record the peer's ban score in case we need it for future
debugging.

yyforyongyu f2e1c11593 .github: remove github.job from the cache key and update docs 
This commit adds a more descriptive docs about the caching process. In
addition, the `github.job` is now removed from the cache key
construction to allow jobs sharing the same cache. In addition, given we
now use `inputs.key-prefix`, the `github.job` is no longer relevant as
the `key-prefix` already creates a unique name for the cache.

We also update the lint and check commits job to use the same cache from
the unit test, given they are running in the same environment.
