Conner Fromknecht f86c26878a lntest/timeouts: fix darwin+kvdb_etcd build 
Currently trying to run etcd tests on darwin will cause the timeouts to
improperly select timeouts_darwin.go which are stricter than
timeouts_etcd.go. We fix this by always defaulting to timeouts_etcd.go
no matter the platform, and only falling back to timeouts_darwin.go if
the kvdb_etcd tag is not present.

Conner Fromknecht a0e54a9650 watchtower/lookout: use correct to-local-penalty size for anchors 
This commit fixes the to-local-witness estimate to use the correct
witness size estimate for anchor channels. We retain the off-by-one bug
from the original constant otherwise.

Conner Fromknecht d440cc4024 watchtower/lookout/justice_descriptor: anchor justice txn 
This commit modifies the JusticeDescriptor to support creation of
justice transactions spending from anchor commitments. Rather than the
unencumbered p2wkh scripts from before, the tower will now use the
to-remote-confirmed that includes the additional CSV delay of 1. This
also requires setting the sequence number appropriately on the to-remote
input.

Conner Fromknecht ac2e1d7d96 watchtower/blob/justice_kit: conditional anchor to-remote script 
This commit modifies the ToRemoteWitnessScript function to be
conditioned on the blob type, and return either the legacy or anchor
to-remote script. The same witness satisfies either script, so no
changes are necessary to ToRemoteWitnessStack.

Conner Fromknecht 1760fe30db fundingmanager: cache remote-max-htlcs in res context 
Currenlty the maxHtlcs value is recomputed after receiving
accept_channel. This works when the derivation is deterministic, howver
we now allow the user to manually override this value from open_channel.
As such, we must retain the chosen value in memory throughout the
funding process, otherwise the initiator would revert to the
deterministic derivation and the two endpoints will disagree on the
correct max-htlcs value in their view of the other's policy.

Conner Fromknecht ff7bfb492a chainntnfs/txnotifier: remove events on teardown 
If a concurrent call to cancel is made while the notifier is shutting
down, this would cause a panic (close of closed channel) since the
events are not removed from the notification sets.

Conner Fromknecht 6622c4814e multi: enforce routing.MinCLTVDelta=18 for invoices + chanupd 
This commit clamps all user-chosen CLTVs in LND to be at least 18, which
is the new conservative value used in the sepc. This minimum is applied
uniformly to forwarding CLTV deltas (via channel updates) as well as
final CLTV deltas for new invoices.

Conner Fromknecht 213c51a281 channeldb/migration_01_to_11: isolate zpay32 decoding 
This commit copies over the relevant zpay32 decoding logic to ensure
that our prior migrations aren't affected by upcoming changes to the
zpay32 package, most notably changes to the default final_cltv_expiry
and expiry values.

Conner Fromknecht 49c601e62a zpay32: split off encoding/decoding into own files 
As a preliminary step to isolating zpay32 in migrations 01-11, we'll
split out the encoding and decoding logic into separate files. Migration
11 only requires invoice decoding, so this prevents us from needing to
copy in the encoding logic that would otherwise be unused.

Conner Fromknecht 11e9fd3e92 channeldb/invoices: special-case all zeros pay addr 
Avoids indexing the all-zeros pay addr, since it is still in use by
legacy keysend. Without this, the pay addr index will reject all but the
first keysend since they will be detected as duplicates within the set
id index.

Conner Fromknecht 47cf144170 invoices: ensure ntfns are sent in the same order 
SettleHodlInvoice and CancelInvoice both notifyClients after
notifyHodlSubscribers. This commit changes UpdateInvoice to follow the
same pattern so that we are consistent.
