skill: make /reflect portable + pin to mifunedev/skills PR #5

Strip top-level argument-hint frontmatter (forbidden by skills-ref@0.1.5
portability policy; --dry-run documented in body). Harness copy now
byte-identical to the upstream contribution. Fix skills.lock checksum to
the registry folder-algorithm value (9be176e0); note references upstream
PR mifunedev/skills#5, commit backfilled on merge.
