task: remove stale workspace/.claude/ template files

Cleanup of leftover agent-template scaffolding now superseded by other
mechanisms:

- workspace/.claude/rules/{code-quality,git,token-conservation}.md —
  rules now live canonically at context/rules/ (the relocation that
  shipped via PR #258); workspace-scoped duplicates are dead weight.
- workspace/.claude/.example.env.claude — single-line stub, obsolete.
- workspace/.claude/screenshots/.gitkeep — covered by the directory-
  README pattern (context/rules/directory-readme.md) when needed.
- workspace/.claude/settings.local.json — should not be tracked
  (per-machine local overrides).
